Empowerment and Capacity Building Mechanism

Towards a transition from occasional training to sustainable institutional capacity building. MAEIN's empowerment and capacity building mechanism transforms assessment results into a practical institutional development path that takes into account donor requirements and international standards, while responding to the specificities of local contexts and the localization goal adopted by Qatar Charity and its partners. This approach does not offer isolated training activities, but rather an integrated development system that enhances the local partner's independence and ability to lead and implement effectively.


How do we empower our partners?

1) Design a shared and measurable Capacity Development Plan (CBP): 

After the institutional assessment is completed, a customized capacity development plan is developed for each organization, including clear priorities, performance indicators, a timeline, and a monitoring matrix. The plan addresses gaps in governance, human resources, finance, programs, MEAL, supply chain, partnerships, and other areas, and translates approved international standards into practical interventions within the organization's units.

2) A flexible and gradual package of interventions:

We use a thoughtful mix of focused training, practical workshops, mentorship and technical support, and peer learning to build knowledge, behaviors, and systems together. The appropriate approach is selected based on institutional maturity and priority, with the possibility of leveraging specialized sector tools under development to improve implementation efficiency in sectors such as education, health, and economic empowerment.

3) A digital platform that links assessment to empowerment:

The MAEIN online platform enables organizations to conduct self-assessments, submit evidence, and obtain analytical reports with dashboards and graphs that highlight strengths and opportunities for improvement. Most importantly, it links results to suggested training and development paths and provides central archiving that simplifies monitoring and reduces costs and time.

4) Accurate and gradual follow-up:

Our role doesn't stop at delivering the plan. We conduct quarterly follow-ups to test progress against performance indicators, and conduct annual field visits to comprehensively review results and adjust course as needed. The monitoring matrix is designed from the outset to document the impact of training on organizational performance, not just knowledge, ensuring sustainable improvements.

5) Accreditation and certificates of excellence that ensure continuity:

After implementing the plan and demonstrating improvement, the partner receives specialized accreditation certificates based on the intervention area, with a "certification maintenance" system through periodic evaluations to ensure performance remains consistent with international partnership requirements. These certifications provide a competitive advantage for donors and stimulate a culture of continuous improvement within the organization.
