Program and Project Expert

The Program and Project Expert contributes to developing the capacity of local organizations to design, implement, and manage humanitarian and development programs in accordance with international quality and accountability standards (e.g., CHS and Project DPro), while taking into account local contexts. The expert leads the evaluation of the programmatic focus, a methodology for assessing and developing the organizational capacities of local organizations (MOAD), designs capacity-building plans, and provides practical advice that helps partners achieve sustainable and effective impact.


Main responsibilities

  • A comprehensive assessment of the program and project axis using MAEIN's methodology for assessing and developing the organizational capacities of local organizations MOAD.
  • Review program plans, project management manuals, and implementation and closure mechanisms.
  • Analyzing the extent to which programs align with beneficiary needs and sustainable development goals.
  • Establish clear monitoring and evaluation indicators to ensure transparency and accountability.
  • Providing technical advice to organizations on improving the software life cycle (design-implementation-monitoring-closure).
  • Design and implement training and workshops in project and program management.
  • Contribute to the preparation of evaluation reports and institutional performance development plans.


Qualifications and requirements:
  • University degree in project management, development, or a related field (Master's preferred).
  • At least 5 years of experience in managing humanitarian and development programmes and projects.
  • Familiarity with international tools and standards (Project DPro, PM4NGOs, CHS).
  • Practical experience in monitoring, evaluation and preparing performance reports.
  • High skills in planning, time and resource management.
  • Proficiency in Arabic and English.
